Tech Support (Parent and Student Access)/Editing features when replying to a post

When I start a thread, as I'm now doing, I have all the nice little editing features/icons above and the emoticons to my left. When I post within a thread, I don't have those. How do I make those appear?

Click on "reply" or "new reply" - instead of using the Quick Reply area.
