Tech Support (Parent and Student Access)/Private Messaging: Number of Recipients

I'm composing a message I would like to send to multiple members. Under the box for adding the members names, I see these words: "You may send this message to a maximum of 5 people."
However, when I try to add a fourth name, I get this message: "You can only select 3 items."
What am I doing wrong?
